He pursued the policies of Glasnost and Perestroika. Glasnost mean "a new openness" and Perestroika stood for reforming the Soviet system- like moving away from socialist or state-controlled economy. This was because the economy layed in shambles. Gorbachev realized that he could not have the same buildup as Reagan.
