In Jun 1937 he became Prime Minister to balance civilian and military control over the government. On 4 Jan 1939, he resigned from the Prime Minister position, but was came back to it on 22 Jul 1940. This time he was influential in Japan's joining of the Axis alliance. He did not want to start a war with the U.S and when war was inevitable, he resigned his post.
