This set of laws was the founding document of government for the thirteen colonies who were in rebellion against Great Britain. It was written by a committee of the 2nd Continental Congress, completed in 1777, and was finally ratified by all thirteen states in 1781. It intentionally created a weak central government with no executive and no judiciary branch; those functions along with many others were left to the states. The unicameral legislature created under the Articles gave each state one vote and needed nine of thirteen to pass any measure, they needed thirteen of thirteen to pass any bill related to money. The first US Government collapsed within a decade and was replaced by the US Constitution.
