Mao wanted to develop China's industry and modernise the country, with the aid of hundreds of Soviet advisers and specialist.

The First Five Year Plan focuses on rapid expansion of heavy industry, coal, iron and steel and petroleum.

Central planning ahd been accompanied by the gradual removal of private businesses as businessmen wree brought into partership with the state or taken over completely.

Results:

- Coal production doubled
- Electric power increased threefold
- Steel production increased fourfold.

Mao believed that the rapid improvement in industrial production showed that the communist system was better than the capitalist system.
