A specialized agency of the UN that makes loans to countries for economic development, promotes trade, and consolidates debt. The USSR refused to be a part of this 'capitalist imperialism' and created its own closed off monetary system for itself and its allies. The leaders of the West view this as a slight against them by a steadily more enemy-like Soviet Union. This added more tension between the West and Eastern Europe.
