This was a part of the race to nuclear weaponry. Russia stored nuclear weapons on Cuba in order to scare the United States and prevent them from their attempt to take over Cuba. However, the US perceived this as a direct threat, and eventually the USSR backed out, as to prevent nuclear warfare.
