Probably the most peaceful city-kingdom. Instead of killing or enslaving captured enemies, they integrated them into their own society.
Eventually, they proposed that all the Maya get together permanently and just stop fighting, which was a pretty solid idea, since they had basically the same culture and systems.

Most other city-kingdoms agreed to let Chichén Itzá rule Maya society.
