Les Algériens résistèrent d’abord à l’idée d’un consulat français à Alger, qui se plaindrait sans cesse des attaques des corsaires. Ils refusèrent l’entrée au consul français en 1564. Ce n’est que lorsque les Ottomans intervinrent que les Français purent nommer un consul.
