He orders military deployment to "restore order" but in reality, it’s to shut down vote counting, seize state buildings, or prevent protest. He tells governors that the military will supersede state authorities to enforce "election integrity." The Joint Chiefs refuse the order after a tense, closed-door confrontation. One or more generals may go public in a rare televised statement. National Guard units, who answer to governors, refuse to federalize. Some state governors openly defy Lascombe, protecting vote certification in their states. The refusal becomes a turning point. The attempted military move fails. Chaos ensues.
