Serbia refuses to accept the Latverian independence call, publicly accusing Viktor Vojdöm of seizing sovereign territory. The Yugoslav People's Army is sent to fortify the Danube, with intention to invade. Doom responds by moving his formerly Romanian forces across the Serbian border to fortify his southern border. However, he also offers safe and secure passage for any non-Lat who wishes to leave Latveria, but extends citizenship to anyone who wishes to remain. He also welcomes home any Lats living in other parts of the world who wish their own state.
