cause: missouri wanted to join as a slave state, which would upset the balance between free & slave states

effects:
- missouri = slave state
- maine (created from massachusetts) = free state
- 36'30' line drawn
- no slavery allowed north of it (except Missouri)
- temporary sectional peace

eventually got overturned by:
- the kansas & nebraska act (1854)
- dred scot v. sanford (1857)
