so in January 1860, Cavour returned as Prime Minister, of Piedmont. He hoped to take advantage of popular support for a unified Italy

- spring of 1861 —> Piedmont Cavour comes back and wants to unify with the duchies because they think no one will do anything about it
- referendums are organised, there is not much opposition, French back this because they get Nice and Savoy

- treaty of alliance —> 1859 and Plombieres also promised Nice and Savoy, but they did not gain Venetia so Piedmont does not want to transfer the lands to the French BUT after they get the central duchies they also do the deal they meant to with France as they helped them with the central duchies
