- they make a Constituente —> essentially a parliament
- Dio e Popolo —> god of the people (this is written on their new flag, claiming legitimacy from God)
- In charge: The Triumvirate (1. Mazzini is the most important figure —> believes Rome should be unified and one thing, he believes this would be his opportunity to start to unify Italy from Rome itself) (2. He believes in liberalism, he can reform and change the ideas and create a modelled state as an example for the rest of Italy)

- reform of taxation --> abolition of grain tax
- abolishing death penalty
- universal male sufferage
