- aimed to provide paid labour to the unemployed
- public works such as repairing roads, planting trees --> this gives people opportunity to do cheap labour in bad conditions

- people dislike it eventually as they are treated - 1935 —> made compulsory (6 months) —> 420,000
- proves to be eventually unpopular
- uniformed, military discipline, live in camps or barrack
- low pay and manual labour

By 1939 the unemployment is done by 0.5 million although the statistics are manipulated
- counting part time workers as employed —> 1 million people
- women not counted as unemployment (women were also looking for work)
