After the first cabinet steps down at the beginning of the year, The United Federation of Pepperland seeks new leadership. The main issues facing the state are reconstruction after the war, the occupation of the former Aztec territories, and the fact that this new cabinet will inevitably shape the federation in its image. Canidates arrive in Westhaven for a debate moderated by Zod. Both Hecate and The Engineer run for reelection while Howell plans to extend The Order's influence to the federation. However a dark horse canidate from the Aztec Territories makes a compelling case against the canidates.
