On 6 March 1946, France recognises the Democratic Republic of Vietnam (DRV) as part of the French Union. But relations deteriorate between France and the Vietnamese President Ho Chi Minh, and clashes escalate between the French Army and the Viet Minh. On 23 November 1946, in view of the increasing tensions and in a bid to restore French authority in northern Indo-China, the French Navy bombs the port of Haiphong, claiming some 6 000 victims. On 19 December, the Viet Minh launches a counter-attack on the European districts in Hanoi, massacring dozens. This is the beginning of an eight-year-long war.
