Causes:
To secure economic and military support for China - After the Communist victory in 1949, China was economically weak and lacked industry, infrastructure, and military technology. Mao needed money to rebuild the country. The Soviet Union, under Stalin, agreed to provide $300 million in loans, send technical experts, and assist in the construction of major industrial projects, with vital resources, expertise and protection.
Soviet need of more resources - The USSR knew that striking a deal with a desparate yet resource-rich country like China would allow them to exploit China's resources, which can be seen how the USSR gained mining and oil rights in Xinjiang and Manchuria for 14 years, and the $300 million Soviet loan over 5 years was not a gift at 1% interest. Mao agreed to these terms despite them resembling the unequal treaties China had signed with imperial powers in the 19th century, showing how desperate China was to secure support.
