In the aftermath of their victory against China in 1895, Japan and Russia had become rivals in East Asia. In the years that followed events such as the Boxer Rebellion and the responses of both Russia and Japan to the crisis created a sentiment in both countries that war was inevitable. However, while war with Russia was inevitable, war with their ally France wasn’t. Hence, in line with the time, Japan looked to Britain to sign a mutual defence pact assurance that France wouldn’t directly support Russia in a military conflict against Japan.
With the signing of the Treaty on 30 January 1902, Japan secured an equal military alliance with a European nation; the first of its kind. This provided assurance that the events of the Triple intervention in 1895 would not reoccur in the case of a Russo-Japanese War.
The consequences of this treaty were greatly important to diplomacy in the region. It marked a shift in British foreign policy, with the defence of the home isles being elevated to highest priority in light of the Anglo-German Naval Arms Race. For Japan it meant that now they were considered to be an equal partner with the Europeans, a feat that no other power had managed to achieve.
The signing of the Anglo-Japanese Alliance was a great success for Japan foreign policy and expansionist aims, ensuring that the Japanese had a partner in the region and avoiding the outcome seen in the aftermath of the Triple Intervention in 1895. Hence the treaty is a 9/10.
