A) Further Consolidations of Imperial Power
• Deprived most military governors of their power base and replaced (?) with officials selected through civil service exams
• Whittled down power of Chief counselors
B) Promotion of Civil Servants
• Appointed assistant councilors of state (can-zhi-zhang-shi) to lessen influence of chief councilors
• 5,000+ men passed at least first level of civil service exam
• Majority of officials were educated and held degrees (as opposed to arisotcrats or military)
C) Supported Literary Arts
• Famous Poet and Calligrapher
• Compiles many great literary works (and “encyclopedias”) and founded three new Imperial Libraries
D) Wars
• Conquered Northern Han leading to 25yr war with Liao
• Taizong relied solely on Bureau of Military Affairs, kept Secretariat-Chancellery [Zhong-shu men xia] in the dark -{In future during Xi Xia Wars and Southern Song, one chief councilor began serving both offices simultaneously}
• Unlike Emperor Taizu, Emperor Taizong did not show leniency to conquered towns
Xi Xia- Looked down on by Song
• 982 a hostile relationship formed. Xi Xia tried to pay Song and Liao pissed off both. By 1036 Xi Xia controlled all of Ordos Region, Ningxia, most of Gansu cutting Song off from Central Asia. Therefore Song trade went to South- Koryo, Japan, South East Asia etc….
