Kaiser Wilhelm II (15 jun 1888 año – 9 nov 1918 año)

The Kaiser was the German emperor from the largest Germanic state of Prussia. He had a very military background and was the cousin of king George V.

He was at the top of the political structure and had power to appoint the chancellor (the head of the Reichstag) and other ministers, directed foreign policy and was only limited by the resources available to him and Germany's limited international standing.

The chancellor and ministers acted as advisers and acted out the Kaiser's will and the Reichstag were elected by the public and they passed new laws and influenced budgets (military every 7 years) but could be overridden by the kaiser and due to proportional representation there were many small parties and so there was often no agreement on what should be done.
The Kaiser could also summon the Bunderat which were representatives sent from each state and would advise on new laws and raise state issues but the Kaiser was under no obligation to listen to them.

He abdicated in 1918 following chaos and loss of control due to the first world war and his army generals refused to support him
