The Tariff of 1828 represented an attempt by the government to keep American industries afloat in the face of cheaper British compeitition. However, the Tariff hit the Southern states hard, especially South Carolina. However, most people believed that upon Jackson's election, he would lower the tariff. When Jackson made no effort to combat the tariff, the South Carolina legislature declared the tariff unconstitutional on the basis that it put an unfair economic burden on the Southern state economies and therefore void and null within the state. As a result, Congress passed the Force Bill, empowering Jackson to use military force to make South Carolina enforce the tariff. This in conjunction with the passing of the Compromise Tariff of 1833 made South Carolina back down. The Force Bill and the incident itself represented an expansion in the powers of the presidency, as before the issue the president could not directly use the military for such purposes.
