The educational expansion of the 60s and 70s followed economic policy imperatives. Last but not least, it was about gaining the upper hand technologically in the East-West conflict after the Soviet Union launched the first satellite into space in 1957 and thus had triggered the so-called "Sputnik shock" in the West.
