Henry was an absolutist ruler who wanted to centralize power. His main goal was to move towards the traditional French values that were present before the religious wars. The root of the economic progress that was made was with the help of wealthy merchants and crown officials. Although he was Catholic, he ensured Protestants priviliges while still promoting Catholicism.
