Descripción:
There moderate governments, headed often by Narváez. The state was centralised. The new penal and civil codes and tax reforms unified taxes and laws in all Spanish territories. The provinces were controlled via civil governors and provincial councils. Mayors were appointed in large cities.
Policies were too conservatives and this led to the radicalisation of progressives. There were two groups: democrats, who wanted universal male suffrage, and republicans, who wanted Spain to be a republic.
