Rome had been reluctant to allow citizenship status to those they had conquered following the Samnite War. The disenfranchised city states, tired of being trampled on, rose up. Though the Romans eventually put the rebellion down, they suffered extreme losses and this led Rome no choice but to concede citizenship to all Italians
