Final meeting between American, British, and Soviet leaders regarding post-war actions. The meeting established a Council of Foreign Ministers and a central Allied Control Council for administration of Germany. Various agreements were made on the punishment of war criminals, the German economy, land boundaries, war reparations, and the unconditional surrender of Japan. The Potsdam Conference most closely relates with the sphere of influence concept because the allies were finalizing actions of domination over eastern Europe.
