"Between 1908 and 1930, Chinese and Black men were frequently singled out by the police for arrests under opium laws (Boyd 2006: 133). Opium was not the only racially motivated target. The eventual criminalization of cocaine and cannabis was related to exerting control over Caribbean immigrants, who were tied in the public imaginary to fabricated dangers surrounding drug use (Giffen, Endicott and Lambert 1991 in Gordon 2006)."
