On September 26th, unbeknownst to T.J. Congress appoints him as the country's second Secretary of State under Washington's administration. T.J. leaves France in October of the same year and arrives in Virginia on November 23rd and learns of the appointment. He accepts the appointment and is sworn into the position on March 22rd 1790.
