This was the United States President at the start of the Cold War. President Truman introduced the Truman Doctrine in 1947 and led the Marshall Plan in 1948. Truman contributed to the expansion of the United States' influence by refining policies and by leading the Marshall Plan, which provided economic aid to rebuild Western Europe and prevent the expansion of communism.
