Martinson conducted a thorough analysis of research programs on behalf of the New York State Governor’s Special Committee on Criminal Offenders. Martinson (1974) examined a number of various programs that included educational and vocational assistance, mental health treatment, medical treatment, early release, and so forth. In his report, often referred to as the Martinson Report, he noted that “with few and isolated exceptions, the rehabilitative efforts that have been reported so far have had no appreciable effect on recidivism”
