During his second term as governor of Georgia from 1815 to 1817, David Brydie Mitchell focused on enhancing the state's infrastructure and educational institutions. He supported the development of internal waterways, such as the Savannah and Oconee rivers, to improve transportation. Mitchell also allocated state funds to the University of Georgia, marking the first time the institution received financial support from the state. Additionally, he oversaw the establishment of the state penitentiary in Milledgeville, contributing to the state's penal system.
