Peasants encouraged to share their equipment and animals in mutual aid teams - ten or fewer households. Peasants still owned land individually. By end of 1952, 40% of peasants were in mutual aid teams.
Next: Agricultural Producers Co-operatives (APCs) which were 3-5 mutual aid teams. Peasants still owned land but was centrally governed. APCs created a demand for machinery which boosted industry and food production.
Creation of Collectives/Communes: 26,000 set up, each with 2,000 to 3,000 households. No private ownership
