Catherine the Great improved government effiency by dividing Russia into 50 provines and promoting economic development. At first, she sought to improve the conditions of Russia's serfs and oppressed peasantry, but after Yemelian Pugachev's rebellion which killed thousands of noble landowners, her first concern became the preservation of autocractic rule.
