Charles V almost established the Holy Roman Empire as the preeminent political authority in Europe, but failed to establish a long-lasting dynasty because he had to devote much of his attention to the growing Protestant Movement and German princes. He did not build an imperial government structure, but rather ruled each conquered land according to their own traditions and laws. Also, he faced several foreign challenges as a powerful Holy Roman Empire struck fear in France and the Ottoman Empire. French kings encouraged German Lutherans to rebel against Charles and even allied with Muslim Ottomans against the Emperor, while Turkish forces conquered Hungry and laid siege to Vienna.
