King Jehu actually did things that were good in the eyes of the LORD, such as destroying the pillar and house and Baal (2 Kings 10:27, 30). However, due to him making the golden caves in Bethel and Dan (2 Kings 10:29) and not walking in the law of the LORD (2 Kings 10:31), he is then categorized as now a bad king.
