In September 1810, a group of Americans captured the Spanish fort at Baton Rouge and established the Republic of West Florida. They immediately asked for annexation (adding territory to an existing governmental unit) to the United States. On October 27, 1810, President James Madison issued a proclamation stating that the area between the 31˚ parallel and the Gulf Coast, from the Mississippi River on the west to the Perdido River on the east, was already American territory
