Hawk was propelled to office on the promise of bringing the Ten Rings to justice, and as a rebuke to the perceived failure of the Republican administration to anticipate and prevent the attack.

Upon taking office, he diverted funding back to SHIELD, and implemented the farthest reaching and tightest security measures since the second world war. His administration focused on defence rather than offence.

The end of his tenure was marked by the global invasion by an aggressive alien species, which it was revealed during the campaign had been known about since the Cooper administration.
