SHIELD invades Cuba. The dogged guerrilla fighting bogs own American forces, but 200,000 troops are sent onto the island and the navy blockades support around the island. Castro escapes into the jungles, but is captured within a year. José Miró Cardona is installed as the American-backed leader in late 1961. The fighting was largely done by 1966, but occupation and "peace keeping" dragged on. Baxter ran on the promise of leaving Cuba, and he began negotiations for self-rule after coming to office. This begins a phased drawdown, with the last combat troops removed in 1976. However, a massive U.S. embassy, intelligence presence, and at least one naval base (Guantánamo) remain indefinitely.
