In the 1950s, some states in the US expanded forced sterilization programs to target poor women with children as a tool to mandate institutions and sterilize high-functioning patients for labor. Children with disabilities were seen as weakening the familial structure by (1) draining the mother’s emotional bank and ability to meet other family obligations, (2) hinder the father’s career mobility and income growth, and (3) threaten their siblings’ normalcy and deprive their fair share of family financial resources.
