Joseph McCarthy was well known for his anti-communist stance and fear-mongering, and his aggressive hearings were a well-known phenomenon to be feared in their own right. McCarthy used the widespread paranoia and fears of communism to get people fired.
At one point, he started interrogating the army staff, who in turn charged him of having improper influence for differentiated treatment by another staff member. His name has become synonymous with calling people out for treason. (History.com 2010)
Obviously, the culture of the United States was heavily influenced by his interrogations. By doing what he did, he both managed to stir hatred of the US Government and paranoia towards other citizens - this was used as a tool against people's political views.
