From 1917 to 1930, the military court-martialed 50-100 soldiers every year for sodomy. They had yet to construct an instrument to remove perverts from the force, rather focusing on managing the stigma associated with perversion. It was framed as a civilian problem in opposition to martial citizenship, rather than as a product of the military.
