In 1892, the Omaha Platform called for the direct election of senators. Oregon was the first state to conduct its senatorial elections by popular vote in 1908. Over time, there was growing support for direct election of senators. Finally, House Joint Resolution was passed in 1911. Congress passed on May 13, 1912, and on April 8, 1913, ratified the 17th Amendment. This Amendment allowed voters to cast direct votes for U.S. senators. Before all of this, the senators were chosen by the state legislature.
