Descripción:

subsidies elementary education up to the age of 13. Both the upper and middle classes were concerned about the lower classes being educated, as they thought the educated population would not 'obey their superiors' and that the workers would leave their jobs for more academic type jobs. Up until this point the CoE delivered education to children and taught the working class that they had a low social status.Both the upper and middle class were reluctant to fund the education for the lower classes.
