With the conclusion of the Ares series of space missions, the I.S.A. began work on the most logical next course of action for preparing for more permanent habitation on Mars.
With some members of the Ares III and Ares IV missions still remaining on the Martian surface, the first few shipments were for enough food, water, and other needed necessities to last until the colony could effectively support itself on food and water gathered locally.
Following the many waves of necessities came wave after wave of more complex supplies. Electronics, robotic drones, construction equipment, and nuclear power sources were cargo sent in this second wave.
The final major wave of supplies included a satellite swarm designed to cover the entire planet with a constant stream of satellite imagery, that the ISA and AMI could make use of in the management of the Martian settlements.
