Massive causaulty rate and an epidemic of thespanish flu auses a second uncontrallable burst of ghoul activity. Using modern technology, however, Rabisu manage to efficiently contain it.

On the eastern front their efforts are not so succesful, and one of the more massive Ghoul Outbreaks goes in the history books as the Attack of Dead Men.
