" They will know that I am God" It means that God is soveriegn over all and he will bring his people back to him.
God calls Ezekiel to be a watchman for Israel and Judah. He had to warn the people about exile and further judgement just like a watchman warns the people about danger. If he fails then he will bear the weight of the peoples sin.
