After the French Revolution, Napoleon gained power. Through a lot of military maneuvers he gained power over a lot of Europe, and placed his relatives as rulers of many areas of Europe. Napoleon did not believe in the sovereignty of the people, but did believe in rational counsel by experts. The Napoleonic wars weakened much of Europe.
