Detente was a general relaxation of East-West tensions. Diplomatic relations between the U.S. and the USSR eased. It reached its height when the U.S., Canada, the USSR, and almost all European nations signed the Final Act of the Conference on Security and Cooperation in Europe. With what later called the Helsinki Accords, the nations agreed that Europe’s existing political frontiers could not be changed by force. They guaranteed civil rights and political freedoms of citizens. Communist regimes still violated these rights, but the accords encouraged dissidents.
