According to the Soviet science of the theory of state and law, as well as the Constitution of the USSR, there was a collective head of state in the Soviet Union - the Presidium of the Supreme Soviet of the USSR. However, article 126 of the 1936 Constitution and article 6 of the 1977 Constitution provided that the Communist Party was the guiding and guiding force of Soviet society, the core of its political system, State and public organizations. This suggests that the real head of state was the head of the Communist Party. It should also be pointed out that from 1977 to 1990 (with a break from 1985 to 1988), the General Secretary of the CPSU Central Committee was also Chairman of the Presidium of the Supreme Soviet of the USSR.

Согласно советской науке теории государства и права, а также Конституции СССР, в Советском Союзе существовал коллективный глава государства - Президиум Верховного Совета СССР.
