Between 1871 and 1873, a group of leading Japanese statesmen and scholar toured the United States and Europe in an attempt to study and better understand the modern industrial, political, military and educational systems that existed there. This was one of the many methods that the Meiji regime employed to learn from the West and use that knowledge to modernize Japan and help it become self-suffiecent.
